Civitas Public Affairs Group Announces New Hire & Promotions
WASHINGTON, DC — Civitas Public Affairs Group announced today a new addition to its team and three promotions within its staff. Will Devine, formerly Associate Vice President at A10 Associates in Boston, has joined the firm as a Senior Associate based in the Civitas Boston office. Additionally, Alicia Diaz has been promoted to Senior Associate and Madeline Albert and Sharon Cai have been promoted to Associates.
“Civitas is growing, and we couldn’t be more thrilled to welcome Will to our team and to see Alicia, Madeline, and Sharon take on even bigger roles with our clients,” said Katherine Grainger, Managing Partner at Civitas.
Will Devine’s career spans multiple policy issues, and he has deep experience in Republican politics, advocacy, and grassroots organizing. He recently worked with Civitas Principal James Dozier to launch Centerline, an organization focused on building consensus to advance centrist policy solutions. In his previous role at A10 Associates, Devine ran the firm’s state government affairs division, representing clients in 22 states and focusing on renewable energy, transportation, infrastructure, and technology.

Alicia Diaz joined Civitas in 2017 and rapidly became an integral part of the team. Over her six-year tenure at the firm, Diaz has helped stand up projects and drive work for a number of long-time Civitas clients. She also co-founded Inseparable, a mental health advocacy organization, and helped to launch and build out the Pipeline Initiative, a network of candidate recruitment organizations working towards a reflective democracy.

Madeline Albert joined Civitas in 2021 as an Executive Assistant and Project Coordinator. She has worked closely with Civitas colleagues on passing public health policies at the city level, LGBTQ+ rights, gun control policy advocacy, and mental health advocacy. Sharon Cai also joined Civitas in 2021 as a Project Coordinator. In her role, she has worked with colleagues on reproductive rights, racial justice, mental health advocacy, and organizational management.
